This defines the final compliance specifications for the ARRA HITECH EHR/EMR initiatives for both hospitals and eligible providers that wish to comply with the first phase deadlines for 2011 and 2012.  The Final Ruling contains 864 pages and there are significant changes for the meaningful use criteria.  The original guidelines were restructured to include 15 Core (mandatory) items and a second list of 12 Menu (options) from which providers select 5 for their 2011 or 2012 EHR implementations.  The 12 contain 2 items that are exclusive to eligible providers and 2 that are exclusive to hospitals.
